The film shows the caricature of power personified by a man playing himself and presenting his own government before the camera of a filmmaker who at no point seems to take a side or judge the situation. At once naïve and lucid, humorous and disturbing, eccentric and sure of his own physical strength and mission, Idi Amin Dada is both frightening and disconcerting.
